Bug#808717: iceweasel: Option to enable OpenH264 plugin should not appear

The OpenH264 plugin is not included in IceWeasel but the option to enable it
appears under Add-ons > Plugins. This could be confusing to some users. I have
not figured out a way to "remove" it.
