Bug#778535: nss: please package new upstream version 3.17.4

After a long time Mozilla has released a new beta version of
Thunderbird, version 36.0b1 after skipping the 35.0b1. While trying to
claim up the first steps to package this version for experimental the
configure script was telling me the current version (on sid) is to old,
there is currently 3.17.2 in the archive.

I expect that Mozilla has a reason to bump up the needed version to
3.17.4 so it's not possible right now to bring up a new Icedove version
to experimental. It would be useful if you can prepare a upload of the
current NSS version into experimental at last.
