I can just speak for the "official" Debian packaging, not for m.d.n.
There will be Icedove 38 related packages via stable-security available
in a short time.
We had a ugly grave bug in recent unstable versions which we didn't
wanted to introduce into the stable release but that's fixed now. Right
now the fixed version was arriving testing a few days ago and it seems
good for now.
Christoph has packages prepared and maybe already uploaded. But there is
one big dependency to enigmail which also needed to be upgraded as well
if version 38 of Icedove is going into stable-security. So maybe there
is more time needed by the security team to publish Icedove in
stable-security.
