Bug#822664: firefox-esr: Is unable to save files on non-ASCII path

Dear Maintainer,

Trying to save a file on a path containing special symbols give the following error:
"The file could not be saved because you do not have the proper permissions.  Choose another save directory."

This is not a problem with the file chooser dialog, it chooses files and directories correctly.

Example paths that don't work:
/home/alex/texte/bancă/
/home/alex/hărți/

Example path that works:
/home/alex/
/home/alex/texte

Trying to open something like /home/alex/hărți/file.txt (which translates to file:///home/alex/h%C4%83r%C8%9Bi/file.txt) from the file chooser gives the following error:
"File not found
Firefox can't find the file at /home/alex/hărți/file.txt.
    Check the file name for capitalization or other typing errors.
    Check to see if the file was moved, renamed or deleted."

This is not a very old problem, last year I remember saving files in those directories with Firefox.
