libvpx spatial svc

Hi guys,

I want to know your opinions.

In this bugreport hefee wants to enable spatial svc in libvpx. I'm tempted
to add --enable-experimental --enable-spatial-svc to build options but I
want to be sure it will not break anything for you. Fedora and Archlinux
have this enabled.

Chromium, Firefox, Gstreamer, ffmpeg maintainers: Will it break something
for you?
qtwebengine maintainer: Will it help you somehow?
