Bug#809723: Please enable the internal test suite

Hi,
attached patch enables NSPRs internal test suite. While doing so it
fixes up server_test to actually run reliably using

For the moment it disables the fdcach test since it fails reliably and I
did not get around to debug it yet.

If you only want to enable the tests on certain architectures or not at
all please let me know.

This is part of the effot to be able to use the same nss/nspr in all
suite and we might detect issues earlier that way.
