Bug#843900: gtk3: double-click in the unpopulated area of the tabbar doesn't open a new tab

Dear Maintainer,

Since the switch to gtk3 (49.0-5) the bahvior of double-clicking on the
unpopulated area of the tabbar changed.

With gtk2 (49.0-4) a double-click in that area opened a new tab and this
is a very handy shortcur because it allows to click on an area larger than
the "+" button on the tab bar.

With the gtk3 build this does not work anymore.

This also happens with a nightly build 52.0a1 (2016-11-10) (64-bit)
which is using gtk3, and with a new profile (no extensions installed).
