Bug#836572: hidden options in the menu bar

If I click on [File] in the menu bar, then firefox hides some
options ([Close] and [Close Window]). Using "Alt-F" on the
keyboard they are all shown. There are hidden menus options
for [Edit] and [Bookmarks] as well.

This is inconsistent and confusing.
