Hi,

I tried today rebuilding firefox-esr in the context of of debugging #852149.

I built with debian/rules build.

My locale is set to fr_FR.utf8.

The build fails during the test phase with messages such as:

I don't think this is an actual bug in toLocaleFormat. It looks to me
that the build system expects the locale to be some variant of English.
In that case debian/rules should set it.

Although this is some kind of FTBFS bug, I'm setting the severity only
to normal, mainly because building with dpkg-buildpackage would likely
have worked.
