I recommend to generally add flags _below_ inclusions, except when 
otherwise needed.

In the past order was frewuently important, and quite nonintuitively.

This has mostly been cleaned up by now, and I recommend to declare 
variables at top only for those special cases with special need for 
that.  Warnings should now be emitted when it is needed and not done.
