[SCM] linuxptp/debian/sid: Fix wrong names for the ptp4l config (ptp4l.cfg instead of ptp4l.conf)

    Fix wrong names for the ptp4l config (ptp4l.cfg instead of ptp4l.conf)
    
    The config for ptp4l is now named ptp4l.conf. There were 2 places
    where ptp4l.cfg was still used.
