[SCM] libsoxr/master: Correct short license of src/pffft.* to Spherepack

    Correct short license of src/pffft.* to Spherepack
    
    NCAR's Computational and Information Systems Laboratory licensed the
    files src/pffft.* under the same license as the Spherepack software.
    Thus use Spherepack as short license name.
