I believe this was due to the switch to gpgme by default, so now the hardcoded
gpg commands are ignored, and this option came into effect.

I did have the exact same problem with pgp_encrypt_self, I agree that
$pgp_sign_as is not the best name, but it's hard to change it at this point as
people might have it in their muttrc already :(
