Dear Maintainer,

It's a bad idea to enable GPGME by default.  GPGME introduces serious
limitations that make it unnacceptible as a default setting.  Mutt
users cannot even send messages to protonmail or hushmail users when
GPGME is on.  The man page is correct, and the default should be off.

This bug was unfortunately reported upstream:
