What MIB files in /usr/share/snmp/mibs "can be changed"?

What's problematic (and arguably a bug) is the management of the .index
file in the /usr file system. See

We're open to discussion and patches. I'm not yet convinced, though,
that moving the default location is the best solution to the above problem.
