The binNMUs for Perl 5.12 failed on all architectures in the same way.
It looks like this is a new dash<>bash mixup: the generated libtool script
has bashisms (+=) and a #!/bin/bash shebang, but it gets run with /bin/sh
and fails when that's really dash.

Setting and exporting CONFIG_SHELL=/bin/bash in debian/rules and applying
the Ubuntu patch in #555767 to fix link time errors makes the build
succeed for me on amd64.
