Hi,
That systemd unit is an old version which, I believe always had that
problem.
The current version is at
https://salsa.debian.org/debian/net-snmp/blob/master/debian/snmpd.service
See the "-p /run/snmpd.pid" that's what you need.
I suggest you either upgrade to the latest snmpd or use this file and put
it as /etc/systemd/system/snmpd.service
