[Pkg-net-snmp-devel] Bug#953043: snmpd: Please move net-snmp-create-v3-user into snmpd package

Hi!

There's an administrative script called net-snmp-create-v3-user used
to create SNMP v3 user credentials, but it is shipped in the libsnmp-dev,
instead of in the snmpd package. Having to install a development
package on a production system is not very convenient, so it would be
good to move it along its man page there where it is most useful.

I guess you might need to patch net-snmp-config to cope with the
script being possibly missing when snmpd is not installed.
