Hi Sophie,
I have made this a Recommends rather than a Depends because procps is not
essential for the normal running of snmpd. Most people would have procps
installed so now we are down to a corner case of
1) Not having procps installed
2) Having snmpd installed
3) warning to run net-snmp-create-v3-user
which is not that a common combination I'd expect.
Recommends means "it really should be there but if you don't want to
install it then that's ok".
