NMU for SCTP fix

Hello net-tools maintainers,

I would like to do a non-maintainer upload to fix wishlist bug #306428 
(and its duplicate 316749), since we use SCTP connections at my work and 
would very much like them to appear in the netstat output. I could also 
include the very simple fix for bug #519359 in my upload.

Since I've only ever done one upload before, and that was a NMU for the 
orphaned 'tla' pacakge, I wanted to check that this NMU is OK.
