Bug#770070: watch file and homepage incorrect

The net-tools project moved to sourceforge when berlios closed. Maybe
update the records for the homepage and adjust the watch file pointer?

The standard SF watch file syntax works:
(line breaks for readability)

net-tools-(\d+\.\d+\.\d+)\.(?:tgz|tbz2|txz|tar\.(?:gz|bz2|xz))

merge the lines to one =)
