For the record, the ruleset you shared was generated with a previous
version of iptables? the file contains:
Generated by iptables-save v1.4.21 on Thu Feb  4 14:14:09 2016

Your dmesg contains logs from iptables, which indicates that the
ruleset was loaded to the kernel, and it is seing traffic.

Anyway, this bug is now in the connman side. I'm open to whatever help
is required on my side.
