[Pkg-netsim-devel] Bug#642217: please turn on verbose builds and don't misuse debian/rules as a shell script

seen while looking at a build failure in ubuntu. the scons calls to the compiler
and linker are not verbose. please turn off the quiet mode so that the command
lines calling gcc and ld are visible.

override_dh_auto_build is just a shell script, and it's tedious to restart.
Please split it up into separate build targets with proper dependencies.
