[Pkg-netsim-devel] Why is NS-3 not available in Ubuntu [or Debian] repositories?

Hi!

I am using Ubuntu 14.04 LTS. I see that 'ns2' is available from the
repositories but not ns3. Is there any specific reason for it not being
packaged?
