Without a transition, python-ns3 and ns3 may be upgraded while keeping the old
libns3, and things would break. (Granted, that's an odd situation). However you
also have users of the library, though outside Debian. A package rename could
help there though if those are packaged.

So a package rename would be straightforward and painless, could help and
wouldn't harm. So I'd suggest you do that.
