[pkg-ntp-maintainers] Bug#380701: ntpdate: dpkg install fails

Attempting to update failed with

  dpkg: error processing ntpdate (--configure):
   subprocess post-installation script returned error exit status 6
  Errors were encountered while processing:
   ntpdate
  E: Sub-process /usr/bin/dpkg returned an error code (1)

Not sure where it bombs, but running "/etc/init.d/ntpdate start" exits
with code 6 because I don't have an NTPSERVERS set in
/etc/default/ntpdate; if that's what's being done.

(I don't use that setup file because I run "ntpdate some.host.name"
explicitly.  Oh, and I really don't want the time changed unless I
tell it, if that's what's being attempted.)
