[pkg-ntp-maintainers] ntpdate invocation

Looking down the bug list of ntpdate, nobody is happy about when it is 
invoked.  Clearly, with dial-up and dynamic interfaces, running it at 
boot time is just a shot in the dark.  So, I'm proposing that we change 
this around, eliminate the init script and run it only from ifup.d.

I've attached a patch in that direction.  Note that the choice about 
when to use the -b option is pretty arbitrary.  You want to use it when 
booting but probably not when bringing up dynamic interfaces like PPP 
or Wi-Fi.  We can't reall detect that, so I made something up that 
might be close enough.
