[pkg-ntp-maintainers] Upload ntp to stable-proposed-updates?

I just chatted with Martin Zobel-Helas about this, and the conclusion is

>   * New maintainer address, new uploaders
>   * Install if-up.d/ntp-server in the correct directory.

>   * Merged Upstream fix for ntpdate IPv4/IPv6 problems.
>     (Closes: #294636, #293793, #312454)
>   * Fixed if-up.d/ntp-server to cope with ifrename (Closes: #356211)

This is OK, pending review of the actual changes of course.

> I'm still wondering what to do with:

> - The changes related to the pool addresses.

This was deemed inappropriate.

Since no one else mentioned anything to change, feel free to submit a proposal 
to the release team.
