It certainly seems that way!

I put the NTP packages under team maintainership a long time ago...
maybe around August of 2003.  We used a mailing list hosted on one of my
servers but never really got as far as having a shared revision control
system.  NTP upstream uses BK, which most of us don't want to use
directly, though I think Matthias was working in a local BK tree for his
work on the packages.

Matthias was certainly a very significant contributor to the team, and
it's really great that he cared enough to try and get someone else to
pick up where he was leaving off, but it was not great of him to offer
the NTP packages up for adoption apparently without speaking to the rest
of the team about it.

If you have the time and energy to help with NTP, I for one would be
very pleased for you to join the alioth project/list and help out!  I am
no longer contributing much time myself, but I continue to watch the
list and inject my opinion from time to time.
