Because ntpdate sets clock by jump (settimeofday), not by slow
synchronization (adjtime).

And why I suggest removing the call at all? Suppose this: Somebody have
ntp server installed and ntpdate has only to be run on startup. If he
upgrades ntpdate, ntp server might get confused when some other program
touches system time.
