[Pkg-ntp-maintainers] Upload current svn?

Hi,

I think we should upload the current svn as it is.  It fixes most
RC bugs that we have open except 2.

One is the license issue, which should be easier to deal with
with a new upstream version.

The other is losing all peers.  I think I've seen that before,
but can't remember how, and will try to reproduce it.

I think we should just get most of those bugs fixed in testing,
and then upload the new upstream version.
