After apt-get update, apt-get dist-upgrade, and apt-get -f install, ntp still fails to upgrade from 1:4.2.2+dfsg.2-2 to 1:4.2.2+dfsg.2-3.
Apt gives the following error messages:

This is similar to an old bug (#381581 and #381554) that turned out to be in the passwd package, but it's occuring with the current version of NTP.
