In short, those that require /usr/ mounted should depend on
$remote_fs, and those requring /var/ but not /usr/ mounted should
depend on $local_fs.  Yes, $remote_fs imply $local_fs.  If I forgot to
reduce both to only $remote_fs, I did a mistake.
