Ah yes, I can confirm it.  This is because of ntpdate-debug.patch, which was 
probably made in response to bug #253571, which requests the behavior 
opposite to what you want.

I would personally like to remove this patch.  It is not our job to determine 
what kind of debug mode is useful.  If additional behavior is desired, we can 
consider it and forward the ideas upstream.
