[pkg-ntp-maintainers] Bug#455717: still in sid

The original problem was with the etch version. I corrected the
version information. The problem remains in sid.

NEWS says that ntpd "periodically" scans for new interfaces. The
period seems to be quite high though. After 10 minutes, it has still
not picked up the new route. Given standard network timeouts,
a scan every 30 seconds is about where I'd put the upper bound.
