[pkg-ntp-maintainers] Bug#385334: same ntpd_initres[xxxx] error. permission denied.

Followup-For: Bug #385334

ntpd definitively start _2_ processes on boot. even moved the startup to later 
in the boot cycle. still problem occurs. what needs to be done to fix it?
so far none of suggestion via google or bts has helped. thanks in advnace for 
your help.
