Hi,
I know this was forwarded upstream, however this may or may not help.
I attempted to add ntp to the group netdev after doing some more research and
looking at the way it was called and when.

That failed to stop the problem. 

I removed NetworkManager now no more problem, even firestarter starts up
automatically even though it did not before.

If needed I can pass along some logs.. and things  I saved during my research,
just ask. I didn't want to risk polluting the environment here ;-)
