[pkg-ntp-maintainers] Bug#407216: ntp fails if I take the network down and back up

If I run 'sudo ifdown eth2' and 'sudo ifup eth2' to bounce my network
connection, the ntp daemon breaks, and needs restarting before it will
work again.  In the syslog I see:

ie. 4 messages approximately once per minute.

The same problem happened when I took down the wireless network and
brought up the wired network instead.

'sudo /etc/init.d/ntp restart' fixes things.
