[pkg-ntp-maintainers] Bug#416171: sarge -> etch upgrade left if-up.d/ntp in a strange place

I upgraded a machine from sarge to etch yesterday. After the upgrade,
the file /etc/network/interfaces/if-up.d/ntp-server ended up at
/etc/interfaces/if-up.d/ntp-server.dpkg.old.
