The NTP daemon is structured to wake up once per second to perform
various housekeeping tasks, none of which need to happen this
frequently. Eliminating spurious wakeups reduces power usage.
See http://linuxpowertop.org for a tool that measures wakeups and
reports CPU C-state statistics.

This patch against 4.2.4

eliminates the wakeups by computing the timeout needed before the next
periodic task needs to be performed.
