The ntp group has never been managed by base-passwd, so I don't see why
a base-passwd upgrade would have removed it unless it had an incorrect
ID. What ID did it have before base-passwd removed it? (Look in the
/etc/group.org backup file.)

Perhaps the ntp package would be well-advised to ensure that the ntp
group exists as well as the ntp user (it only explicitly creates the
latter, and relies on adduser to create both, but adduser won't create
the group if it got removed separately).
