It may be something else. A network problem specific to ntp?
vin:~> ntpdate -q 213.186.58.141
server 213.186.58.141, stratum 0, offset 0.000000, delay 0.00000
18 Jan 13:12:19 ntpdate[31830]: no server suitable for synchronization found
zsh: exit 1 ntpdate -q 213.186.58.141
But on another machine:
ay:~> ntpdate -q 213.186.58.141
server 213.186.58.141, stratum 2, offset 0.001454, delay 0.07056
18 Jan 13:12:58 ntpdate[19717]: adjust time server 213.186.58.141 offset 0.001454 sec
