The daemon no longer binds the wildcard, and many sites will want to use 
the -I option to tell ntpd what it should bind.

But the -I option is not in the man page (or the html pages as far as I
can see), and it cost us a fair bit of time today to figure out what was 
happening.

Hope you can fix this (and perhaps feed to upstream).
