"/etc/init.d/ntp stop" just sends a signal to ntp. Thus, it doesn't
need to run at all; sendsigs will already signal all running processes
shortly afterward during the shutdown/reboot process. Please remove all
the runlevels from the "Default-Stop" section of the init script header,
so that /etc/init.d/ntp does not run at shutdown/reboot.
