[pkg-ntp-maintainers] Bug#535049: ntpd does not work (removes every server) when no network at boot time

When ntpd starts while Internet connection is not up yet (this happens
when using wifi after the user has logged in), all the servers are
removed, so that ntpd no longer works. For instance, the syslog file
shows:

and ditto with the other 3 servers. The consequence:

No association ID's returned

After restarting ntpd with "/etc/init.d/ntp restart":

ntp should probably have a script in /etc/network/if-up.d to restart
ntpd or something like that.
