[pkg-ntp-maintainers] Bug#553976: ntp.conf man page out of date wrt the dyanmic option

Use of the 'dynamic' command option now elicits this warning to syslog:

ntpd: Warning: the "dynamic" keyword has been obsoleted and will
be removed in the next release

but the man page does not reflect this.  The debian changelog seems to
indicate that the behaviour formerly turned-on by "dynamic" is now the
default behaviour:


* Removed "dynamic" key word from default ntp.conf, because this is now
    obsolete and the default
