The current source has those dirs in it:
libisc
libopts

All functions from libisc seem to be available in the libisc50
package, but I didn't look really hard.  libopts is part of the
autogen package.

We really should try to use those libraries when they're
available.

I've tried adding a build depedency on autogen and passing
--disable-local-libopts to configure.  It skips building
the libopts dir in that case, but fails with:
ntpdc-opts.c:512: error: 'OPTPROC_HAS_IMMED' undeclared here (not in a function)

I assume it's a too recent version of libopts that's in Debian.

There currently doesn't seem to be an option to use the
system provided libisc.
