There are no country specific parts of the "debian" zone.  There
also shouldn't be any need for that in most cases since it already
returns answer based on the location of the IP address of the dns
server you're using.

There is also no "pool" configuration in the current version
(4.2.4p8).  But there is in the 4.2.6 I'm about to upload.  But I
don't plan to use it yet.  I'll get back to this in a while.
