While at upgrading to 1:4.2.6+dfsg-1 and removing files, please removes the links in 
/etc/rc[016].d/K01ntp.  While upgrading 
ntp 1:4.2.4p8+dfsg-1 (using .../ntp_1%3a4.2.6+dfsg-1_i386.deb) ...

    Setting up ntp (1:4.2.6+dfsg-1) ...
    Installing new version of config file /etc/init.d/ntp ...
