On our system, interfaces are not brought up until later in
the boot process (after NTP). There is a race with IPV6 since
the kernel will notify the daemon about a new address before
it is legal to bind to that address.  With IPV6 addresses go
through a tentative period (until duplicate address detection
is complete).

To resolve this Vyatta added a simple patch to ignore IPV6
addresses with IFLA_TENTATIVE flag set.
